摘要: After an absence of over 20 years, ramp metering was introduced to a Houston freeway to alleviate the increasing traffic congestion. Ramp metering is one component included in the Houston TranStar transportation and emergency management center. In addition to the technical aspects of the implementation of metering, an extensive public outreach campaign was used to explain the concept of ramp control to the motoring public. The equipment, which had been installed two years previously, required extensive testing; replacement and/or repairs were completed at least two weeks prior to system implementation. Metering rates were determined based upon current traffic data as well as to assure that any ramp queues would not impact cross street arterial traffic. The public outreach campaign coined the term "flow signals" and the term "go with the flow"; these were used in news releases and in brochures distributed to freeway users. The goals of being technically beneficial as well as successful in the eyes of the public were achieved within the first three weeks of operation. Average freeway speeds have increased during the AM and PM peak periods along the I-10 Katy Freeway. Public reaction, although not necessarily supportive, has not been overly negative. The more positive outlook is the open communication between TxDOT and the news media as well as keeping a promise to keep ramp delays to a minimum. As a result of the success of metering along the Katy Freeway, ramp meters are now operational along the I-45 North and US 290 Northwest Freeways.
