Some key objectives of the ITS community are to improve the efficiency of the nation's highways using proven technologies; allow for future expansion and growth; and allow for incorporation of emerging technologies. This paper describes the design of an Advanced Traffic Management System (ATMS) for Interstate 476 (I-476) that fulfills these objectives. I-476 is a 35 kilometer (22 mile) expressway opened to the public in December 1991 that traverses Delaware and Montgomery Counties in Pennsylvania. Since its completion, the traffic growth has been extremely rapid and is causing stop-and-go conditions during peak hours. To alleviate increasing traffic congestion, the Pennsylvania Department of Transportation, Engineering District 6-0 is implementing an early action ATMS program to improve the operational efficiency by monitoring traffic conditions and regulating traffic flow on a real-time basis. The early action program on I-476 blends conventional sensor technology with several communications technologies. The system includes an integrated test bed for evaluating the performance of non-roadway intrusive vehicle detectors including video image processing and microwave radar with provisions to evaluate other future detector technologies for incident detection. A client-server architecture provides shared access to the system database and controls for control center personnel and other outside agencies. The system combines real-time data for graphic displays with an open architecture for network and communications services. Included here is a discussion of the application of advanced information processing technology for traffic and incident management. The design challenges encountered are developing systems incorporating hybrid communications with standard interfaces, the design of an infrastructure system that can facilitate future expansion, the application of teleconferencing and telecommunication equipment for traffic monitoring, and the interfacing of I-476 ATMS elements with existing central communications and control equipment. |
