摘要: A new model of transportation investment - managing the existing transportation system more efficiently - is emerging. Mirroring investments in new highway capacity in the previous generation, ITS investments will help to "extract" greater capacity from the highway network that already exists. In this respect, the economic effects of ITS may be comparable to the economic rewards of new highway investments made decades ago. While ITS programs are "like" new highway investments in a certain sense, they are also unique. Consequently, investments in ITS can deliver economic (and other) benefits that are in addition to those of conventional transportation investments, including: more efficient allocation of existing highway capacity; targeted incident detection and management capability; avoidance of, or at least delay in, constructing new highway facilities; industry specific benefits (e.g. tourism, CVO); intermodal benefits (e.g. better access to and functioning of major seaports and airports); support of highway pricing initiatives; potential for user-fee financing/commercial applications of ITS systems (leading to greater efficiency, lower public sector funding from general taxation, improved financial feasibility); and opportunities for new service/product innovation. As we approach the beginning of the next century, the world economy will become increasingly more technologically driven. In many ways, traditional "brick and mortar" transportation approaches have become "archaic", both from a technological as well as from an environmental and social standpoint. ITS, as part of a comprehensive approach to solving mobility problems, "fits" with the major forces driving current transportation investment policy: avoidance of new highway capacity, maximum private sector participation, market driven approaches, maximum traveler choice, intergovernmental cooperation, and economic development.
