Total compliance with speed and alcohol limits would lead to a reduction of fatal road accidents by approximately 50%. Compliance with laws and regulations is more likely when motorists: a) are familiar with the regulations and the conditions for complying with them, b) accept the benefit of the regulations aimed at road safety, c) assume that the other road users will also comply with the regulations and that their acquaintances will not tolerate violations of the traffic regulations, and d) reckon with a minimum degree of probability that failure to comply is associated with an increased risk of accident and of being checked or tested by the police. These factors can be influenced by police checks and accompanying public relations work. Enforcement and education as well as the linking of these strategies can be optimized if one can succeed in identifying especially problematic groups of drivers and in developing specific strategies.
