| 摘要： | There has been much debate over the effectiveness of HOV facilities. At times many HOV lanes have been labeled as “underutilized”. Researchers proposed various evaluation criteria to quantify the effectiveness of HOV lanes. In this paper, we reviewed the evaluation criteria of HOV facilities and identified six different performance measures. Then, the Hampton Roads Virginia HOV system is evaluated through these performance measures using the archived ITS database located in the Smart Travel Laboratory at the University of Virginia. The evaluation results indicate that the Hampton Roads HOV system is marginally underutilized (met only two out of six performance criteria tested). However, the HOV lanes maintain higher speed than non-HOV lanes and provide more reliable travel time. |
