Kentucky is in the position of having an active and growing engagement with ITS-CVO. Kentucky has acquired the mantle of regional leader in the area, and now sits in the position of providing guidance and advice even for Federal initiatives. This plan provides the goals for longer term ITS-CVO initiatives, the framework to link current and future projects together, and the forum within which future decisions will be made. In one sense this plan is after or during the fact, but in another sense it sets forth a systematic framework that will help assure future coordination and maximization of effort. Kentucky moved forward in the short-term to capitalize on two initiatives: one state driven, focusing on process re-engineering and enhancement technology (Empower Kentucky) and the other federally driven, focusing on improving both deskside and roadside commercial vehicle operations for safety, simplicity and savings (CVISN Model Deployment). |
