This report summarizes a comprehensive effort conducted in the summer of 1998 to more systematically investigate the intelligent transportation systems (ITS) training and education needs of transportation professionals. A team of analysts conducted a series of nearly 200 interviews in an effort to obtain a more detailed understanding of the underlying fundamental knowledge and skills required in support of ITS applications and services. The interviewees spanned a range of ITS involvement from those actively engaged for several years, to those just beginning the process. Thus, the reported needs reflect an important 'grass-roots' perspective obtained from the public-sector, private sector, and the academic community. This report documents the wide-ranging ITS training and education needs of transportation professionals. An analysis of those needs resulted in the development of a PCB Program strategy to meet those needs both now and in the future. Although the focus of this work is ITS, the analysis also revealed that the fundamental knowledge and skills are applicable to a wider audience of transporation professionals engaged in the operation and management of multimodal surface transportation systems. |
