This project developed and tested 'station car' technology for efficiently managing short-term automobile rentals around transit station to provide access to the station from a larger neighborhood, thereby increasing transit ridership. The instant rent-a-car (IRAC) fleet management concept is based on radio communications between the rental vehicle and a central dispatching/tracking computer. A user may reserve a vehicle by using the internet to access an IRAC web site that provides a map displaying the location of available vehicles in the area. The user may then select a vehicle to reserve and only that user, by presenting their credit card to the on-vehicle card reader, will be able to access that vehicle. If a vehicle indicates it is not reserved, any potential user can simply present their credit card to the card reader that will radio card data to the dispatch computer and unlock the vehicle. The user can then drive the vehicle and leave it parked on the street when finished. The project started by implementing and demonstrating IRAC rental technology and analyzing how to integrate IRACs into transit practice at BART. A limited-scale operational pilot project using 10 IRAC electric vehicles provided usage patterns and user feedback. |
