The U.S. Environmental Protection Agency (EPA) is revising and updating the two primary regulations that ensure that manure, wastewater, and other process waters generated by concentrated animal feeding operations (CAFOs) do not impair water quality. EPA's proposed regulatory changes affect the existing National Pollutant Discharge Elimination System (NPDES) provisions and the existing effluent limitations guidelines (ELG) for 'feedlots.' This Economic Analysis (EA) summarizes EPA's analysis of the estimated annual compliance costs and the economic impacts that may be incurred by affected operations that are subject to the proposed revisions. EPA also provides additional material on the proposed CAFO regulations in the Development Document for the Proposed Revisions to the National Pollutant Discharge Elimination System Regulation and the Effluent Guidelines for Concentrated Animal Feeding Operations, which discusses how EPA estimated compliance costs of the proposed regulations. |
