The Intermodal Surface Transportation Efficiency Act (ISTEA) initiated a new era of increased public participation in transportation decision making with its requirement for a major investment studies (MIS). Although the Transportation Equity Act for the 21st Century (TEA-21) eliminated specific requirements for performing an MIS, many of the provisions of the process, including public participation, remain a part of the metropolitan planning and environmental review processes. This project examines best practices nationally and in Texas to establish an understanding of effective public involvement strategies. The researcher combined information from case studies with additional research to produce: (1) an overview of the best practices in use at other state departments of transportation; (2) a description of the new techniques and technologies used in the best practice settings; (3) a review of the existing TxDOT practices and specific recommendations that would enable the consideration of best practice implementation, and (4) a review of existing TxDOT public involvement training materials. |
