The HERS model, owned and developed by the Federal Highway Administration, is used in the preparation of the DOT's biennial report to Congress on the 'Conditions and Performance' of the national transportation system. HERS draws data from a sample of over 100,000 highway sections from around the country, representing nine functional classes. The data are submitted by states to FHWA for tabulation in the Highway Performance Monitoring System (HPMS) database. Each section is evaluated in the model for a range of improvement alternatives, and the model simulates the implementation of those improvements that pass a benefit-cost threshold. Input data include baseline traffic forecasts for approximately twenty years, and traffic volumes are adjusted in each funding period for response to changes in the generalized price of travel relative to the baseline price. Pavement deterioration, speeds, operating costs, agency costs, and accidents are also simulated in the model; air pollution emissions are estimated and included in the benefit-cost evaluation |
