This document specifically should assist these agencies in: Understanding what a concept of operation is; Understanding how to develop an effective concept of operations; Understanding how to use a concept of operations in planning, design, procurement, implementation, or operation and maintenance of a TMC. The issues, processes, and concepts contained in this document are drawn from freeway, arterial, and transit management examples, and thus should be applicable to a broad range of transportation management situations. |
