North Carolina is actively preparing and implementing systems to reengineer processes to better serve the public. Every two years each department submits strategic business plans that carefully evaluate strategic outcomes and performance measures. Each of the outcomes is linked directly to money appropriated in the budget. The Department of Transportation has led the movement to automate information and capture data at the first generation. Commercial Vehicle Operations (CVO) are specifically targeted with the interface of all databases either complete or under development. The initial process linked reporting requirements to revenue compliance elements. This Fuel Tax Compliance System (FuelTaCS) is to have an overall cost of $11 million over seven years and is currently in the second of three phases. The primary focus of the FuelTaCS is to link all CVO data systems and move the process to the Enforcement vehicle. This same structure will be further improved to implement the goals and objectives of the Commercial Vehicle Information Systems and Networks (CVISN) regional effort. North Carolina is committed to the improvement of CVO administration, safety, productivity, and Enforcement. |
