摘要: In the last decade, many communication technologies and systems have been introduced at an ever-accelerating pace, and some are gaining wide acceptance. The complex world of telecommunications is evolving and expanding rapidly. For many application areas, including transportation, myriad communication options are available to the system architect and designer. These solutions, of course, meet the requirements at hand with varying results and implications of performance, cost, and user acceptance. The ITS world is also broad and varied, as amply demonstrated by the twenty-nine ITS user services, their distinct needs, and their complex interactions and synergies. The National ITS Architecture can be viewed as a framework that ties together the transportation and telecommunication worlds, to enable the creation, and effective delivery, of the broad spectrum of ITS services. Throughout the Architecture effort, the emphasis has been on flexibility. This allows the local implementors and service providers to select the specific technologies, within the framework of the architecture, that best meet their needs (expressed either in terms of market realities or jurisdictional constraints). This National ITS Communication Document contains, under the same cover, the information necessary to describe and characterize all aspects of communications within the National ITS Architecture. It presents a thorough, coherent definition of the 'communication layer' of the Architecture. From a National ITS Program perspective, this encompasses two broad thrusts: (1) communication architecture definition (i.e., selection of communication service and media types to interconnect the appropriate transportation systems), and (2) several types of inter-related communication analyses to ensure the feasibility and soundness of the architectural decisions made in the definition.
