摘要: While the use of lead-based paint (LBP) has been broadly banned, old LBP remains on many structures, creating problems as these structures require maintenance and repainting. Tight environmental regulations control paint removal operations that involve LBP to ensure that the surrounding air, land, and water environments are not contaminated. In this study, USACERL modified existing chemical stabilizer/ abrasive blast admixtures to enable removal of LBP from immersed structural steel and concrete surfaces. The modified abrasive blasting admixture effectively stabilizes the heavy metal paint waste during the removal process. This project produced and demonstrated: (1) industry specifications and user guidance for the removal of hazardous paints from immersed surfaces, (2) formulations for chemical stabilizers added to abrasive blast media, (3) an engineering and environmental assessment of effects on subsequent coating life, (4) methods for dust control and facility containment during blasting, (5) tests to verify the long-term stability of the hazardous heavy metal paint waste in a landfill, and (6) possible recycling options for the abrasive blast residue.
