| 摘要： | This paper focuses on the most 'desirable' future for the Nation's surface transportation system and the role of the FHWA in shaping that future in the year 2020. A desirable future is one that fosters personal mobility and access with a reduced need for travel. It also is one that actively promotes safety, economic growth, and enhanced productivity, while fostering significant and ongoing reductions in environmental impact. A desirable future also includes stronger public/private partnerships and creative new ways using both public and private sector funding sources to finance improvements to the surface transportation system. Finally, a desirable future includes a streamlined and innovative successor to the FHWA, a surface transportation agency focused on safety and operations that is proactive in responding to the needs of its employees and customers. |
