Road fatalities in Africa increased by 350 per cent from 1968 to 1990, and further increase is expected, unless counteraction is taken. The core causes of the high number of road accidents are the increased road traffic and lack of accident countermeasures. Requirements for reduction of road accidents are political priority, funding implementation and monitoring and evaluation. There are potentials for substantial domestic resources for road safety purposes, using concepts, and instruments pioneered in other countries, but solutions must be seen to be justified and affordable. There is a great need for political commitment and support for an acceptable level of road safety, and to improve management capabilities and curtail corruption. Donor organizations can play an important part in promoting appropriate road safety efforts by including road safety an an integrated aspect of their support to the road sector. |
