The Timber Dike Management System is a computer-aided management system for optimizing allocation of funds available for maintenance and repair (M&R) of timber dikes. The system employs a condition index (CI) for consistent, objective rating of the dike condition, and provides easy access to information critical for M&R management. For timber dikes, while maintenance options are limited, savings in maintenance cost can be realized by optimizing the timing and scope of maintenance work. The Timber Dike Management System has three key features: a dike condition index (DCI) evaluation procedure, a data management system, and a consequence modeling procedure. A condition index is an objective indicator of the health of a structure. Consequence modeling is an optimizing procedure that allows objective comparison of available alternatives. This report focuses on the CI evaluation procedure of the Timber Dike Management System. The simple timber dike inspection and evaluation procedures described in this report proved capable of consistently producing reliable results. The DCI can be used for budget planning and prioritization of maintenance work. The data management system described in this report has been implemented and tested on an IBM-compatible personal computer as a program called TDIKE. Appendix A of this report describes the TDIKE program and the data manager. The consequence modeling procedure is currently under development. (SDW) |
