In April, a coroner wrote to government departments including the Department for Transport (DfT), calling for action on air pollution to 'prevent future deaths'. The DfT, Transport for London and environment department Defra were told that 'legally binding targets based on WHO guidelines would reduce the number of deaths from air pollution in the UK'. The report from Philip Barlow, assistant coroner for Inner South London, followed the death in 2013 of nine-year-old Ella Adoo Kissi-Debrah, who lived near the South Circular Road in Lewisham. Her inquest was the first time in the UK that air pollution was given as a cause of death. The coroner's report is the latest reminder that the UK has struggled to react to the gravity of the air pollution problem, both at a national and local level - best demonstrated by the five-year legal battle fought and won by ClientEarth 'for the right of British people to breathe clean air'. While charging zones and modal shift provide probably the most effective policy correctives to polluting traffic, what about technical solutions? How can we target specific and sensitive areas that still see congestion even when a daily charge is employed? The people behind 'Pollution Solution' think they have an answer and, while it has not been put into use yet, the company - also called Pollution Solution - tells Highways it is ready to be deployed and clients will soon be able to see it at a private proving ground in Bedfordshire. |
