Does the ER scheme represent a complete shift away from DVSA simply imposing fines on non-compliant operators? No, it's not a complete shift. It's more of an evolution. We move with the times as the industry does. I think there's nothing worse than staying stagnant. You've got to stay relevant and to do that you've got to be fluid and move with the times, but also with evidence behind you, because there's no point in changing just for the sake of it. It's more of a plan towards making our enforcement more targeted towards the serially non-compliant. Because participants are providing us with proof in Earned Recognition each month with the KPIs, so we don't need to target them, and it frees up that resource. It's part of DVSA's scheme to enable, prevent and respond. It gives operators the opportunity to see what an exemplar looks like. It's something we've been asked on many occasions. Yes, you've always got the operator licence standards, but this actually gives more options to people in the industry. |
