Welsh deputy transport minister Lee Waters denigrated his own government's Bus Services Support Grant (BSSG) in evidence to a Senedd scrutiny committee, saying that it incentivises operators 'to run empty buses'. Before 2013/14, the Department for Transport paid Welsh operators Bus Service Operators' Grant (BSOG), based on fuel consumption. The Welsh government replaced BSOG with BSSG and broke the link with fuel consumption by basing BSSG payments on 'live kilometres', excluding empty vehicle movements to and from depots. This means, for example, that services operated by Newport Transport's electric buses receive BSSG at the same rate as when diesel vehicles operated them. |
