Speaking at a meeting of the West of England Combined Authority (WECA) and the West of England joint committee, elected mayor Dan Norris said that franchising "isn't an issue that has gone away. That is an issue that is constantly under review and it does have merits". Mayor Norris explained his position was influenced by the lack of access to the funding that would be needed, which was estimated at between £3m-£6m, with annual ongoing costs of £lm-£2m. As a result, he did not recommend a franchising scheme at the moment. Instead, the meeting agreed to pursue a joint Enhanced Partnership and Bus Service Improvement Plan that will cover both the WECA area and North Somerset, the only part of the former county of Avon not in the combined authority. The Enhanced Partnership is expected to build on a number of measures in the West of England Bus Strategy, that was agreed last year. It includes ambitious targets to double bus passenger journeys by 2036, supported by new bus lanes and other bus priority infrastructure. There would be more cross-city and orbital routes, plus an increase in the number of park and ride sites. |
