| 摘要： | Shortly after he took office, President Joe Biden issued executive orders that called for an end to fossil fuel subsidies and froze new leasing off the Outer Continental Shelf (OCS). At the same time, he directed the Department of Interior (DOI) to review permitting processes and identify other steps the U.S. can take to double offshore wind capacity over the next decade. Then, in the spring, Biden floated plans to offer $3 billion in federal loan guarantees for offshore wind developments. |
