The deepwater Gulf of Mexico may have some catching up to do but it remains poised to regain its moxie as the year progresses, with independent operators continuing to do much of the heavy lifting. In the first five months this year, the Bureau of Safety and Environmental Enforcement (BSEE) issued 16 new well drilling permits for waters deeper than 1,000', with all but seven awarded to independents. By contrast, majors obtained 11 of the 21 new well permits during the same time period last year. However, 15 rigs were active in the Gulf as of May 14, up three year-over-year, according to Baker Hughes. |
