The Federal Clean Water Act (CWA) established a program to restore and maintain the integrity of the nation's water. To implement the Clean Water Act, Congress directed the U.S. Environmental Protection Agency (EPA) to issue effluent limitation guidelines, pretreatment standards, and new source performance standards for industrial discharges. The shipbuilding and repair industry has been selected to be included in the future proposed regulations for the federal categorical effluent limitations and standards defined as Metal Products and Machinery (MP&M). The development of this new proposed effluent guideline is the result of a consent decree, NR5C et al v. Reilly. At present, some shipyards or shipyard process wastewaters are regulated under the Metal Finishing categorical effluent standard which was promulgated in 1982 (40 CFR Part 433). Certain industries including the shipbuilding and repair industry, which are currently regulated under the Metal Finishing Category, will be incorporated into the new proposed MP&M standards. / NOTE:Final rept. |
