The development and preparation for building a ship to Navy requirements is a demanding task. As the governing technical document after the contract itself, the ship specifications content has a great impact on the technical performance of the resultant ship and it's construction cost. The specifications must be clear, concise and unambiguous to the maximum extent possible. One of the areas which has been recommended for scrutiny and possible change to improve ship construction and productivity is the ship specifications and the General Specifications for Ships of the U.S. Navy (GENSPECs). The objective of this assessment is to examine the process by which individual ship specifications are prepared by the U.S. Navy and identify those elements of individual ship specifications that have resulted in excessive and/or unnecessary ship building costs. The relationship and importance of the GENSPECs as the core technical document for constructing ships for the U.S. Navy were also studied. The ultimate objective is to identify improvements which can be made in the ship specifications development process, and to the specifications themselves, to reduce the overall ship productivity costs for shipbuilders. / NOTE:Technical rept. |
