摘要：	In the last six months, the President, Department of Defense, and State Department have all issued directives that establish Stability, Security, Transition, and Reconstruction (SSTR) operations as a fundamental component of diplomatic and military strategy alike. This elevated status for nation building operations comes in the wake of a series of highly critical reports about the stagnation of stabilization efforts supporting Operation Iraqi Freedom.
