摘要: While addressing the August 2005 Current Strategy Forum at the Naval War College, Chief of Naval Operations Admiral Mike Mullen unveiled what many consider the cornerstone of the United States Navy's new maritime strategy, the formation of a global fleet, or a 1000-Ship Navy. Admiral Mullen did not use this euphemism to describe a thousand ships directly doing the United States' bidding, but rather a global maritime security arrangement, designed to synergize the collective maritime capabilities of its allies to further security in the maritime domain. Admiral Mullen's initiative was born partly out of the globalization-driven need to ensure free, and unfettered access to the global commons by legitimate merchant traffic, and the realities of an ever- shrinking American fleet's inability to conduct global sea-control unilaterally. This paper highlights the genesis of the global fleet initiative, its requirements, and likely roles in international security.
