Currently, the Ohio Department of Transportation (ODOT) does not have contiguous regional data coverage which is essential for providing valid travel times. An invitation to bid is being generated that will request that cellular telephone-based speed and travel time data be supplied to ODOT to obtain the necessary coverage to predict accurate travel times. Since ODOT does not currently enjoy this type of coverage, the data provided will need to be validated so that real-time travel information can be disseminated via Dynamic Message Signs (DMS), Highway Advisory Radio (HAR) and web based applications. The objective of "Statistical Validation of Speeds and Travel Times Provided by a Data Service Vendor" is to develop a replicable ground truth procedure for validating the data from the service provider. This procedure will use the global positioning system (GPS) floating car method for data collection. The researcher will apply the procedure on approximately 103 centerline miles of roadways in the Dayton, Ohio area concurrent with the data obtained from the service provider(s). The researcher will also provide sample size and finite population correction factors for on-going validation to be performed by ODOT. |
