TO OPTIMIZE TRAFFIC FLOW AT SIGNAL-CONTROLLED JUNCTIONS, THE TOTAL WAITING TIME OF ALL VEHICLES ON ALL ACCESS ROADS CAN BE MINIMIZED. WITH COORDINATED SIGNAL CONTROL ON SECTIONS OF ROAD OR NETWORKS THE TOTAL WAITING TIME OF ALL VEHICLES ON ALL ACCESS ROADS TO ALL JUNCTIONS COMBINED WITH MAXIMUM CLOSED TIMES AND LIMITATION OF MAXIMUM PERMISSIBLE QUEUE LENGTHS CAN BE MINIMIZED. ASSOCIATED PROCEDURES FOR DETERMINING WAITING TIMES AND PROBABILITIES OF OVERLOADING EXIST. HOWEVER BASIC INFORMATION ON WHAT IS UNDERSTOOD BY "MAXIMUM PERMISSIBLE" IS NOT READILY AVAILABLE. THE RESEARCH IS INTENDED TO SOLVE THIS PROBLEM. STUDIES ARE TO BE MADE TO SEE HOW, IN ACCORDANCE WITH LOCAL PLANNING OBJECTIVES, THE QUALITY OF TRAFFIC FLOW BROUGHT ABOUT BY SIGNALLING TECHNOLOGY CAN BE ESTABLISHED SPATIALLY, TEMPORALLY AND ACCORDING TO JOURNEY PURPOSE. IT IS ALSO INTENDED TO ESTABLISH WHETHER A DEFINED TRAFFIC REGION CAN BE DIVIDED INTO AREAS OF VARIABLE TRAFFIC FLOW QUALITY FOR DIFFERENT PERIODS OF TIME. SPECIAL TRAFFIC ENGINEERING STUDIES ARE ALSO TO BE UNDERTAKEN. THE OBJECT IS TO OBTAIN VALUES FOR OVERLOADING PROBABILITY AND WAITING TIME AND TO TEST THEM ON PRACTICAL EXAMPLES. |
