The Florida Standard Urban Transportation Modeling Structure (FSUTMS) currently models daily travel demand and then produces estimates of peak volumes through a simple post-processing routine. However, there are pressing needs to address planning issues and answer questions that are time-of-day related. In recognition of the importance of modeling travel demand by time of day, the research project has (1) developed time-of-day factors using travel survey data from the different parts of the states, (2) evaluated the existing transit time-of-day modeling procedures and suggested enhancements to conform to the FTA New Starts analysis requirements, (3) investigated modeling high-occupancy/toll lane operations within the FSUTMS framework, and (4) assessed the ability to model the peak-spreading phenomenon within the FSUTMS framework. / NOTE: Final rept. / Supplementary Notes: Sponsored by Florida State Dept. of Transportation, Tallahassee. / Availability Note: Product reproduced from digital image.
