In February 1998, the U.S. Department of the Interior (Interior) and California Department of Water Resources (CDWR) jointly issued a draft environmental impact statement/environmental impact report (DEIS/EIR) evaluating a draft Truckee River Operating Agreement (TROA) and a No Action Alternative. That agreement was based on elements that negotiators tentatively agreed to in May 1996. Because negotiations continued after the February 1998 DEIS/EIR was released, many elements of that agreement were revised, and a new Draft Agreement was issued by the parties in October 2003 and a revised DEIS/EIR was prepared and released for public review in August 2004. Further negotiations culminated on August 28, 2007, in an agreement acceptable to negotiators for all signatories--the proposed Negotiated Agreement--which is the basis for this final environmental impact statement/environmental impact report (EIS/EIR). This report describes the results of an investigation of riparian vegetation and fluvial dynamics on the Truckee River.
