The Canadian Navy hopes to achieve significant lifetime cost reductions by implementing optimized crew levels across its next generation fleet. Defence Research and Development Canada has recognized that optimized crewing can only be achieved through a thorough Human Systems Integration effort, and that this effort will require systems modelling techniques to help the Navy predict the effectiveness of technologies and work strategies that aim to reduce operator workload and improve mission success. This report describes the second phase a project undertaken to provide Defence Research and Development Canada with such a technique, and details the development of two damage control scenarios. One additional phase of analysis is planned, to identify three different sets of damage control equipment and the crew level required to operate that equipment under the damage scenarios that have been defined. The outputs from this project will be used as inputs for a follow on project to develop a simulation of human and automated work in the damage control domain.
