This Research Note compares the percentage of unrestrained passenger vehicle occupant fatalities and fatality rates between States that have primary seat belt use laws and States that do not have them for the most recent years, 2005 and 2006. Besides having a smaller percentage of passenger vehicle occupant fatalities who were unrestrained, the fatality rates in primary enforcement States (PE States) were much lower than for all other States (non-PE States). / NOTE: Research note. / Availability Note: Order this product from NTIS by: phone at 1-800-553-NTIS (U.S. customers); (703)605-6000 (other countries); fax at (703)605-6900; and email at orders@ntis.gov.
