| 摘要： | In the conference report (108-10) accompanying the FY 2003 appropriations for the Federal Railroad Administration (FRA), the conferees directed the Secretary of Transportation to submit an Action Plan to improve safety at both public and private grade crossings. H. Rpt. 108-10, p. 1286. As specified in the conference report, as well as the Senate Report (107-224, p. 96) accompanying the Department of Transportation and Related Agencies Appropriations bill, 2003, the Action Plan should outline specific efforts to be pursued by FRA, the Federal Highway Administration (FHWA), the Federal Motor Carrier Safety Administration (FMCSA), the National Highway Traffic Safety Administration (NHTSA), and the ITS Joint Program Office.
