THE OBJECT OF THE WORK IS TO DEVELOP A METHOD OF OPTIMISING THE SYSTEM OF TRANSPORT ECONOMICS, BY MEANS OF WHICH IT WILL BE POSSIBLE TO USE THE LIMITED AMOUNT OF INVESTMENT AVAILABLE FOR THE GREATEST POSSIBLE BENEFIT OF THE WHOLE COMMUNITY. THE PROJECT IS STARTING WITH A CONVENTIONAL CALCULATION OF ROAD COSTS. THE AIM OF THE FOLLOWING PHASES IS TO DEVELOP A METHOD OF CALCULATING TRANSPORT SYSTEM COSTS. THIS CALCULATION DEALS COMPREHENSIVELY WITH COSTS, AS APART FROM THE COSTS OF THE INFRASTRUCTURE IT TAKES ACCOUNT OF THOSE OF THE TRANSPORT MODE, AND THE INTERDEPENDENCE OF ROAD AND TRAFFIC FLOW. IT IS THUS POSSIBLE TO CARRY OUT ECONOMIC COST COMPARISONS BETWEEN THE VARIOUS BRANCHES OF TRAFFIC. THE OBJECTIVE IS TO DEVELOP A METHOD OF OPTIMISING THE TRANSPORT ECONOMICS SYSTEM, TAKING ACCOUNT OF THE SPECIFIC SUITABILITY OF THE INDIVIDUAL TRANSPORT SYSTEMS FROM THE VIEWPOINT OF SPACE AND JOURNEY PURPOSE. AS WELL AS COSTS, THE BENEFITS OF THE INDIVIDUAL TRANSPORT SYSTEMS HAVE TO BE CONSIDERED. THUS A PLANNING INSTRUMENT IS AVAILABLE WITH WHICH THE EFFECTS OF INTERNAL AND EXTERNAL INFLUENCES CAN BE ESTIMATED. PARALLEL TO THE DEVELOPMENT OF THE METHODS WILL BE THEIR APPLICATION TO THE TRANSPORT SYSTEM IN AUSTRIA. |
