SINCE CURRENT, PURELY SUBJECTIVE DETERMINATION OF THE STATE OF DEVELOPMENT IS UNSATISFACTORY, QUANTIFIABLE CRITERIA FOR EVALUATING EXISTING CONDITION ARE TO BE DRAWN UP. ANALOGUE TO THE LEVEL OF SERVICE, WHICH COMPRISES OPERATIONAL SPEED AS THE MOST IMPORTANT FACTOR (AS A PRODUCT OF THE VALUES RADII, GRADIENTS, AND PAVEMENT, INCLUDING BEARING CAPACITY AND OBSTACLES), BY A WEIGHTING OF THESE PARAMETERS AN OBJECTIVE ASSESSMENT OF THE STATE OF DEVELOPMENT IS TO BE ACHIEVED. DEFINITION OF THE STATE OF DEVELOPMENT SHOULD BE POSSIBLE AT VARIOUS POINTS, EVEN FOR SHORTER SECTIONS OF ROAD. THE PERIOD OF VALIDITY FOR THE ASSESSMENT OF THE EXISTING CONDITION IS LIMITED BY THE BEARING CAPACITY OF THE PAVEMENT, AND WILL USUALLY NOT EXTEND BEYOND 5 TO 10 YEARS. |
