OBJECTIVE: TO WORK OUT A PRACTICAL METHOD FOR DETERMINING TRAFFIC VOLUME RESULTING FROM SUPPLY OF PARKING PLACES, PARKING BEHAVIOUR AND RATIONING OF PARKING PLACES. CLASSICAL TRAFFIC PLANNING CONSISTS IN ESTIMATING TRAFFIC VOLUME ON THE ASSUMPTION THAT STRUCTURAL FACILITIES DETERMINE TRAFFIC DEMAND AND SUPPLY HAS TO TAKE ACCOUNT OF DEMAND. IN RECENT YEARS RESEARCH HAS CONCENTRATED ON FACTORS WHICH DETERMINE TRAFFIC POTENTIAL. PRACTICAL EXPERIENCE SHOWS HOWEVER THAT PARTICULARLY IN HIGHLY CONCENTRATED AREAS DEMAND-ORIENTATED PLANNING DOES NOT GUARANTEE CORRECT RESULTS, AND THE CORRESPONDING SUPPLY OF PARKING PLACES IS NEITHER SENSIBLE FROM THE PLANNING ANGLE OR POSSIBLE FROM THE URBAN CONSTRUCTION ANGLE. THE IDEA IS TO REVERSE THE PROCEDURE AND, STARTING FROM THE CONCEPTS OF PARKING SPACE, PARKING SPACE RATIONING AND PARKING BEHAVIOUR, TO ESTIMATE THE TRAFFIC VOLUME WHICH CAN BE SUPPORTED, TO DRAW CONCLUSIONS WITH RESPECT TO MODAL SPLIT AND TOTAL TRAFFIC VOLUME AND TO ACHIEVE A BALANCE BETWEEN PARKING SPACE AND SPACE FOR MOVING TRAFFIC. |
