THE PROBABILITY OF A LARGE FIRE IN A TUNNEL IS, ACCORDING TO EXPERIENCE SO FAR (NEARLY 30 YEARS HAVE PASSED SINCE THE FIRE IN THE HOLLAND TUNNEL), VERY REMOTE. EFFECTS HOWEVER CAN TAKE ON CATASTROPHIC DIMENSIONS. WITH INCREASED SAFETY REQUIREMENTS THERE IS ALSO AN INCREASE IN THE COSTS OF EQUIPMENT PROVIDED FOR THE PROTECTION OF TUNNEL USERS. THE REMOTE PROBABILITY AND POSSIBLE EXTENT OF A CATASTROPHY, AND THE HIGH COSTS OF THE FIRE PROTECTION MEASURES RESULT IN A CONFLICT BETWEEN ECONOMICS AND SAFETY. THE OBJECT OF THE PROJECT IS TO REACH AN INTERNATIONAL AGREEMENT ON THE STRUCTURAL AND OPERATIONAL MEASURES WHICH SHOULD BE RECOMMENDED WITH RESPECT TO ECONOMICS AND SAFETY. INTERNATIONALLY RECOGNISED MEASURES FOR DEALING WITH FIRES IN ROAD TUNNELS COULD SIMPLIFY THE WORK OF CONSTRUCTION ENGINEERS AND TUNNEL OPERATORS. |
