摘要：	U.S .- and foreign-flag carriers offered the required vessels and liner service to deliver approximately 2 million short tons of dry cargo for Operation Desert Shield/Storm. In future emergencies, however, those vessels and services may not be available to DoD in sufficient quantities because of economic and political considerations. Consequently, DoD needs to enhance several features of its Sealift Readiness Program (SRP) - a standby mechanism U.S.-flag shipping assets available to DoD during emergencies. We recommend that DoD relax direct price competition to permit greater mobilization planning between MSC and the carriers. In place of direct competitive bidding, rates could be constructed from the carriers' commercial practices and costs as well as peacetime business allocated by using a mobilization point system.
