摘要: On March 11, the National Transportation Safety Board (NTSB) released details of its investigation into the May 17, 2020, flooding of the mv. Alton St. Amant, part of the Blessey Marine Services fleet. The Alton St. Amant had arrived on April 1, 2020, to Bollinger Quick Repair, a shipyard on the Harvey Canal across the Mississippi River from New Orleans. The vessel was there to be drydocked and receive major maintenance work. NTSB noted in its marine accident brief that no crew members were aboard the vessel during the maintenance work, though a Blessey port engineer was assigned to oversee the project. The mv. Alton St. Amant was moved on May 9, 2020, from the drydock to a wet berth at Bollinger Quick Repair for completion of its scheduled maintenance work. NTSB noted that the following work remained to be done: "two bilge pumps, which had been removed from the vessel for overhaul, were to be reinstalled; the sealing rings of several of the vessel's tank access hatches were to be replaced; and the sealing surfaces of the hatches were to be cleaned." The vessel was scheduled for sea trials on May 18, 2020. On May 15, 24,000 gallons of fuel were loaded onto the Alton St. Amant. "The flush hatches to the vessel's two potable water tanks located on the main deck in the rudder room had been opened for maintenance," the NTSB report said, "but the covers were not rein- stalled at the end of the day." On the same day, the Blessey port engineer had asked the shipyard to fill the vessel's two potable water tanks.
