摘要: The American Association of State Highway and Transportation Officials (AASHTO) User and Non-User Benefit Analysis for Highways was last updated and published in 2010. Known as the Red Book, this publication helps state and local transportation planning authorities evaluate the economic benefits of highway improvements. Since the publication of the Red Book in 2010, the transportation industry has evolved significantly and there is now an immediate and significant need to update the Red Book. For example, today transportation agencies take a much broader approach to understanding the economic benefits of not just highway improvements, but all transportation improvements. Also, understanding both user and non-user benefits has become much more complex. Transportation agencies are having to address new performance measures associated with equity, accessibility, and multi-modal performance. All of these changes support the need for developing a new resource that transportation agencies can use to support their need to comprehensively evaluate the economic benefits of transportation projects. The objective of this project is to explore the need and feasibility of updating the AASHTO User and Non-User Benefit Analysis for Highways to be a broader Economic Analysis Guide for Transportation.
