摘要: The panel for NCHRP Project 20-102(25) met on June 9th and 10th, 2022 to develop a research project statement. The panel reviewed the problem statement on Project 20-102(25) (2020-G-04, Determining the Readiness and Effectiveness of Freeway-Based Corridor V2X Applications for Improving Congestion and Safety), that was referred to the panel for consideration of technical scope and for the formulation of a research project statement, and discussed related activities. As part of this review and discussions, the panel realized there are some significant overlap of scopes between NCHRP Project 20-102(25) and an on-going FHWA project FHWA-JPO-20818: “Roadside infrastructure for the connected environment : prototyping a decision-support tool” which is now on its third phase but with a much larger overall budget by Volpe Center. The panel attempted to revise the problem statement and make it complimentary to the FHWA project. However, it was found that is not achievable without large deviation from the original problem statement that was approved by the AASHTO Special Committee on Research and Innovation. Furthermore, due to time constraints, the potential NCHRP project won't be accomplished before the FHWA/Volpe work which would likely replace it. After further deliberations and based on a ballot conducted on August 19th, 2022, the panel recommended that NCHRP Project 20-102(25) should not be further pursued. However, the submitter may consider proposing a different scope that can realistically be achieved for consideration by the NCHRP in a future project. Based on the panel's recommendation, it is recommended that Project 20-102(25), FY 2020 be cancelled and the funds allocated to this project ($500,000) be returned to Program funds for use by the AASHTO Special Committee on Research and Innovation as appropriate.
