摘要: |
Rural communities require substantial transportation infrastructure (roads, bridges, rail, transit, air, etc.) to connect their economic activities to larger urban markets; however, the low population density of rural areas limits the available tax revenues to maintain these networks in a state of good repair. Federal and state policies exist to fill this funding gap since “farm-to-market” networks are essential to the health of the larger economy. Unfortunately, rural communities struggle to participate in these very support programs designed to help them.
The objective of this research is to systematically identify the barriers to participation in Kansas Department of Transportation (KDOT) transportation funding programs by jurisdictions with low populations and to propose solutions to make transportation infrastructure maintenance assistance more accessible. |
