The number of incidents of passengers exhibiting threatening and violent behavior has increased. The FAA has published a “Zero Tolerance for Unruly and Dangerous Behavior Toolkit” that is designed to inform passengers of both expectations concerning good behavior as well as the repercussions of disruptive behavior. Most resources have been focused on behavior in flight. Yet unruly and dangerous behavior also occurs in the airport environment. However, information and guidelines for airports to address this issue are limited. Research is needed to identify steps airports can take to reduce unruly passenger incidents. The objective of this research is to provide guidelines to help airports prevent, reduce, and manage incidents of unruly passenger behavior. The guidelines should be holistic in nature and should consider behavior calming, crowd management, terminal design and layout, as well as partnering with relevant stakeholders. |
