摘要: Terminal curbs, particularly at large airports, feature a mix of activity.  Private vehicles, taxis, airport shuttles, transit buses, and, most recently, transportation network activity (TNCs) all mix with pedestrians.  This heterogeneity can make maintaining safe curbside operations a challenge, especially at high traffic volumes.  Implementable measures and management methods, ranging from efficient countermeasures and technologies to policies, are vital to mitigate the congestion and safety risk caused by these heterogeneous conditions. A majority of airports do not have any monitoring or management systems for curbside activities, while some airports have already started to explore ways and approaches, such as advanced spatial sensing technologies (e.g., radar, LiDAR, camera) to monitor and manage curbside congestion and mitigate potential safety risks. There is a need to review remedial measures and management approaches, and provide insights into airports’ curbside congestion and safety problems. Understanding how airports can adapt these approaches to the dynamic environment with minimal infrastructure changes helps maximize the derived cost benefits.  The objective of this research is develop guidelines of remedial solutions, including detection measures, for managing terminal curbside roadways that can be adapted to airports of various layouts and activity levels.
