摘要: This report is Interim Report Volume 5 for the Cost and Operational Effectiveness Analysis for Ice Patrol Mission Analysis Study. The basic authority for conducting the International Ice Patrol includes a provision for those countries that benefit from the Ice Patrol Service to reimburse the Managing Government (the United States) in proportion to the benefiting tonnage from that state. The reimbursement requires the Managing Government to provide the cost of services to the contributing governments. The Department of State, using United States and Canadian Customs data, computes the proportionate share. Fundamental to such a computation is the development of the actual cost of operation ot the International Ice Patrol. These costs are based on an analysis of actual operational and managerial costs. The costs provided by the Coast Guard arise from two primary sources: the cost of the operation of the Commander, International Ice Patrol and his operational staff, and the cost of conducting the surveillance flights using Coast Guard aircraft. The aircraft based costs constitute approximately 85%of the total cost of operation of the IIP. (AN)
