摘要: The Kentucky Transportation Cabinet (KYTC) manages over 27,000 centerline miles of pavement, the eighth highest total in the U.S. Ensuring safety and mobility are maintained is vital to the transportation network. Currently, KYTC primarily uses pavement condition ratings, Laser Crack Measurement System data, and district input to prioritize pavement projects. However, these factors, sans district input, have generally been assessed in a vacuum and do not consider the risks associated with poor pavement conditions along specific routes – particularly those that are critical to mobility within a given geographic area. KYTC intends to incorporate a Roadway Importance Index into the process, which would synthesize data on pavement condition and other factors to help KYTC make project prioritization decisions as well as incorporating such information into risk-based asset management, integrating both condition and importance into the decision-making process. This project will examine these factors, develop mechanisms to measure risk and mobility, and recommend a methodology to incorporate them into KYTC’s existing pavement prioritization process. The work will include reviewing other state's approaches to using a Roadway Importance Index as well as conducting a workshop to identify, develop and test necessary components of an index.
