摘要: Peer-to-peer (P2P) car sharing companies allow individuals to make their personal vehicles available for rent by others through an app. P2P car sharing continues to grow across the United States, but there is limited information on the nature of this activity at airports and how it affects revenue, operations, safety, and facilities.  Research is needed to help airports understand the P2P car sharing market and develop a playbook to accommodate this emerging activity. The objective of this research is to help airports understand P2P car sharing and develop a playbook to accommodate and manage P2P activity. At a minimum, the research deliverables shall include: (1) Primer providing an overview of P2P activity at airports, including, at a minimum: (a) Development and outlook of the P2P market and services, relevant legislative actions, and legal history; (b) Definition and description of typical business models and customer profiles; (c) Comparison to and impact on other competing ground transportation providers; (d) Financial implications for airports and stakeholders; and (e) Challenges, impacts, and opportunities posed by P2P activity on facilities, operations, and safety; (2) Guidebook with tools (e.g., decision tree, flow chart) for developing a P2P playbook of short-term and long-term strategies that considers an airport’s unique conditions and includes, at a minimum: (a) Estimation of current and anticipated P2P activity; (b) Consistency with long-term plans (e.g., master plans, capital improvement plans, local community plans); (c) Prioritizing issues and goals; (d) Operational efficiency and safety; (e) Customer experience; (f) Cost recovery and fee structure; (g) Balancing stakeholder interests; (h) Regulatory and/or legal strategies; (i) Drafting and negotiating agreements; (j) Monitoring and enforcement strategies (e.g., auditing, tracking, incentives, penalties); and (k) Use of technology (e.g., geofencing, license plate readers, Google analytics, video detection) to support operations and fee collection; (3) Case study examples and lessons learned; and (4) Resources (e.g., example agreements and clauses, technologies to support P2P playbook, sample provider activity reports).
