摘要: Active transportation and freight are important issues for state departments of transportation (DOTs) when considering at some point every traveler is a pedestrian and everyone relies on freight. However, freight elements have not traditionally been incorporated into active transportation policies, planning, design, implementation, and construction. Likewise, active transportation elements have not traditionally been incorporated in freight policies, planning, design, implementation, and construction. Freight and active transportation elements in roadway designs are increasingly important considerations due to the growth in e-commerce and active transportation users. Bicyclists, pedestrians, or freight delivery staff desire additional bicycle lanes, sidewalks, or ready access to curbs respectively, and conflicts are growing, including, but not limited to allocating roadway space, safety, or increased curb congestion. Therefore, DOTs have to balance freight and active transportation user needs, recognize the link between freight land uses and access to those sites, and anticipate emerging mobility technologies in policies, programs, plans, and project development. The objective of this synthesis is to document state DOT practices, tools, and approaches related to the integration of freight and active transportation policy, programs, plans, and project development. Information to be gathered includes (but is not limited to): (1) Practices on considering active transportation and freight together in policies, plans, and project designs, in urban, suburban, and rural contexts; (2) Coordination practices and knowledge transfer opportunities with local governments, metropolitan planning organizations, and rural transportation planning organizations on integrating freight and active transportation; (3) Practices on observing trends in freight land development patterns and shifts in freight operations in urban and rural contexts and considering active transportation and freight in transportation improvements; (4) Practices on reviewing access management policies, and requests for access, related to freight and active transportation conflicts; (5) Practices on considering active transportation access to freight hubs; (6) Practices on emerging transportation modes and trends, like micro-mobility, for both the movement of people and freight; (7) Approaches to balancing freight and active transportation elements in roadway designs; and (8) Gaps in practices on integrating freight and active transportation policies, programs, plans, and project development.
